If the state-funded technical aid does not meet your needs, it can be obtained with a co-payment. This means that you can choose and purchase the most suitable technical aid for yourself.
The assistive device can be purchased:
in Latvia,
in European Union countries,
in European Economic Area countries,
in Switzerland.
An assistive device purchased with a co-payment remains your property. The costs for purchase or adjustment are covered by VTPC.
Important: in this case, VTPC does not provide a warranty or repair - this is provided by the chosen service provider.
If the state-funded technical aid does not suit you, you can receive it with a co-payment.
This means that you can choose and buy the most suitable technical aid for yourself.
You can buy the technical aid:
- in Latvia,

The technical aid you purchase with a co-payment is your property.
VTPC covers the costs for the purchase or adjustment of the assistive device.
Important: in this case, VTPC does not provide a warranty or perform repairs. The warranty and repairs are provided by the company or service provider from whom you purchase the assistive device.
Using the compensation mechanism, it is possible to receive both industrially manufactured and individually manufactured technical aids.
Only with a co-payment can you receive, for example:
an individually manufactured seating system for a wheelchair,
an electric motor system built into wheelchair wheels,
an electric traction wheel,
a sports wheelchair,
a customized car seat,
sports prostheses for the lower extremities.
Benefits:
you can choose the most suitable assistive device for yourself,
often a shorter waiting time,
the assistive device remains your property,
a wider selection of models and solutions.
Disadvantages:
there may be an additional payment for the price difference,
VTPC does not provide repair for the assistive device,
industrial assistive devices can only be received after a specified period,
battery replacement is not covered by state funds,
more documents must be submitted to receive compensation.
When the treating physician or functional specialist (physiotherapist, occupational therapist, speech therapist, or technical orthopedist) has prepared an opinion in the E-health system, the following must be submitted:
an application requesting to receive an assistive device with a co-payment (for an adult or a child).
VTPC evaluates the submitted documents and makes a decision:
on the granting of an assistive device with a co-payment, or
on being placed in line, before you are invited to the functional assessment commission.
If the information is insufficient, additional documents may be requested.
Important: being placed in line does not yet grant the right to purchase an assistive device with a co-payment.
If necessary, you will be invited to a committee where specialists will assess:
Your functional impairments,
medical information,
the suitability of the chosen assistive device for your needs.
After the evaluation, you will receive a decision regarding the purchase of the assistive device with a co-payment. It will specify:
the maximum compensation amount,
documents to be submitted after the purchase.
Important: The assistive device may only be purchased after receiving this decision!
When permission is received:
You choose and purchase an assistive device.
No later than 6 months, you submit to VTPC:
an application for compensation (with your account number or a note that the compensation is to be paid to the manufacturer/supplier),
a copy of the EC declaration of conformity,
invoices or payment documents with the name of the assistive device, your personal data, and the payment date),
an acceptance-transfer act.
If the documents are in a foreign language, a translation into Latvian must be attached.
Method of document submission
The client makes a one-time payment to the VSIA NRC Vaivari account:
by bank transfer,
or in person at the department.
VTPC evaluates the submitted documents. If necessary, additional documents or clarifications may be requested:
additional documents or clarifications,
photos,
presentation of the assistive device,
repeated commission.
VTPC accepts and sends a decision:
on the granting of compensation,
or on the refusal to reimburse expenses.
If a refusal is made, the one-time payment is refunded
VSIA NRC Vaivari transfers to you the reimbursable amount for the purchase of the assistive device.
Important!
The technical aid may only be purchased after you have received the VTPC decision granting permission to receive it with a co-payment.
VTPC does not reimburse assistive devices purchased before receiving this permission.
VTPC does not compensate for assistive devices purchased by another person on your behalf if the decision has been made for you.
Exception: reimbursement is possible if the assistive device is purchased on your behalf by a guardian or custodian.
The client may not independently purchase the technical aid until the VTPC decision granting permission to receive it with a co-payment has been received.
VTPC does not reimburse assistive devices that the client has purchased before this decision has been sent.
VTPC does not compensate third-party expenses for an assistive device purchased for another person who has been granted permission (exception — guardian or custodian).

You can choose the most convenient way for you: • electronically, • in paper form by mail, • in person, • online in the client portal. It is important that the application is signed: • with a secure e-signature, or • by hand if it is in paper format.
It is possible, yes. If the actual price of the assistive device is higher than the compensation amount granted by VTPC, you will have to cover the price difference.
