Provision of technical aids to Ukrainian civilians

VSIA “National Rehabilitation Centre “Vaivari”” (hereinafter – NRC “Vaivari”), based on the provisions of the Law on Support for Ukrainian Civilians dated March 3, 2022, provides Ukrainian civilians with functional impairments, according to medical indications, the opportunity to receive technical aids.

On December 11, 2024, amendments to the Law on Support for Ukrainian Civilians regarding the provision of technical aids to Ukrainian civilians came into effect. The first part of paragraph 7 of the amendments states: The State provides Ukrainian civilians with state-funded technical aids.

The first technical aid is provided to a Ukrainian civilian on an urgent basis, and subsequently – in accordance with the procedures established in the regulations on the provision of technical aids, i.e.,

 

FOR THE FIRST TIME 

when receiving the technical aid service (technical aid), the Ukrainian civilian must submit to the VTPC:

  • a doctor's opinion for receiving the technical aid issued in e-health ;

  • a copy of the identity document;

  • a copy of the visa, residence permit, or asylum seeker certificate issued to the person, or another document issued to the person that confirms their legal status in the Republic of Latvia.

 

REAPPLICATION

When reapplying for the receipt of technical aid, the same procedure as specified in the Cabinet Regulation No. 878 applies to Latvian residents.

When reapplying for the receipt of technical aid, the Ukrainian civilian must submit to the VTPC:

  • a personal application;

  • a doctor's opinion for receiving the technical aid issued in e-health;

  • a copy of the identity document;

  • a copy of the visa, residence permit, or asylum seeker certificate issued to the person, or another document issued to the person that confirms their legal status in the Republic of Latvia.

For a minor Ukrainian civilian without parental accompaniment (unaccompanied child), the technical aid is requested and received by an emergency guardian appointed by the Republic of Latvia.

What information should be included in the opinion for receiving the technical aid?

For the person, including the child, who needs the technical aid, the following information must be provided:

  • personal data (name, surname, date of birth, personal address in the Republic of Latvia, phone number)

    • please, be sure to provide the contact information of the person or their representative – address and phone number, so that the VTPC can contact the person who needs the technical aid or their representative;

  • diagnosis code according to the International Classification of Diseases (ICD-10);

  • description of the person's functional impairments and recommendations;

  • technical aid, its type (the name of the technical aid must be specified according to the Annex 2 of Cabinet Regulation No. 878);

  • a certified doctor's opinion prepared in e-health.

       The opinion is valid for 6 months from the date of preparation!

 

Submission of documents to the VTPC:

In order for a person to receive the technical aid service, they must have a doctor's opinion for receiving the technical aid prepared in e-health.

Documents can be sent:

  • by mail to the address: Ventspils iela 53, Riga, LV-1002;

  • electronically to the VTPC email address: vtpc@nrc.lv:

    • a copy of the identity document, a copy of the visa, residence permit, asylum seeker certificate, or another document confirming legal status.

Documents can be submitted in person at the relevant VTPC department:

  • in the VTPC correspondence box:

    • in Riga, Ventspils iela 53;

    • in Kuldīga, Jelgavas iela 60;

    • in Rēzekne, Atbrīvošanas aleja 81.

  • by prior appointment at the relevant VTPC department.

The VTPC  accepts clients by prior appointment:

  • Monday 8:30 - 16:30

  • Tuesday 8:30 - 17:30, only Riga department

  • Wednesday 13:00 - 16:30

  • On the first Wednesday of each month, clients are not served!

  • Thursday 8:30 - 16:30, only Riga department

  • Friday 8:30 - 15:30
