Vaivari Technical Aids Centre has started the implementation of the project "Enhancing the Accessibility of Technical Aids". The aim of the project is to provide broader opportunities for people with functional disabilities to receive the necessary technical aids (TPL).
From January 1, 2025, to June 30, 2026, it is planned to issue 10,474 TPL throughout Latvia using a coupon method or co-payment: industrially manufactured self-care assistive devices, mobility and transportation aids, and individually manufactured technical aids.
What is a coupon? A coupon is a payment method intended for the purchase and adaptation of a technical assistive device. The coupon acts as a payment mechanism between VTPC and the service provider from whom the person receives the technical assistive device. The person pays the service provider only a one-time contribution (for children – 1.42 EUR, for adults – 7.11 EUR).
This method ensures that TPL can be obtained from reliable service providers, guaranteeing quality, providing warranties and post-warranty repairs, and a transparent payment process. Service providers are selected through an open procurement procedure, evaluating their ability to ensure quality, technical support, and the ability to provide warranties and post-warranty services. Thus, residents can be assured that they will receive services from professional and reliable suppliers.
To apply for TPL using the coupon method:
a medical professional's opinion is required for receiving the technical assistive device, which is filled out in the E-health system,
a person's application addressed to the Vaivari Technical Aids Centre, which can be submitted in person, sent by mail (original) or submitted electronically, signed with a secure electronic signature.
After the documents are evaluated, the person will receive an invitation to choose the most suitable service provider and apply for a visit.

- mobility and transportation aids (e.g., wheelchairs, walking frames),
- individually manufactured technical aids (e.g., specially made orthoses or other aids tailored to a specific person).
What is a coupon?
A coupon is a payment method. It is used to pay for the purchase and adaptation of a technical assistive device.
The coupon acts as an intermediary between the Vaivari Technical Aids Centre (VTPC) and the service provider.
The person receives the assistive device from the service provider, but VTPC settles with them.
The person only pays a one-time contribution:
- for children – 1.42 EUR,
- for adults – 7.11 EUR.
This coupon method helps people receive TPL from reliable service providers.
This means:
- quality assistive devices,
- warranty,
- post-warranty repairs,
- clear and understandable payment process.
Service providers are selected through an open procurement procedure.
This means that a special commission evaluates whether the service provider can ensure:
- good quality,
- technical support,
- warranty and post-warranty services.
Therefore, people can be assured that they will receive services from professional and reliable suppliers.
How to apply for TPL using the coupon method?
1. A doctor's opinion is needed for receiving the technical assistive device.
The doctor fills out this opinion in the E-health system.
2. A person's application addressed to the Vaivari Technical Aids Centre is required.
The application can be:
- submitted in person,
- sent by mail (original),
- submitted electronically, signed with a secure electronic signature.
After VTPC evaluates the documents, the person receives an invitation.
Then the person can choose the most suitable service provider and apply for a visit.
