Project Progress Report: Availability of Technical Aids is Improving

The State Agency “National Rehabilitation Centre “Vaivari”” continues to implement the European Union Recovery Fund project “Promotion of the Availability of Technical Aids” (ID No. 3.1.2.6.i.0/1/25/I/CFLA/001). The aim of the project is to provide people with functional impairments with more convenient, faster, and accessible support to strengthen their independence and reduce the need for long-term care.

2025 Progress: Significant Steps Towards More Accessible Support

In 2025, significant work has been done in service provision. The results clearly show – more and more people in Latvia can receive technical aids, and the availability of services is improving – it is more operational and successful. 

 

Results Achieved in 2025:

  • issued 6,184 technical aids,
  • people with functional impairments issued 2,349 permits to purchase technical aids with co-payment and 3,501 permits to purchase technical aids using the coupon method,
  • the total amount acquired in 2025 is 4,622,466 EUR.

These figures reflect not only the extensive work done within the project but also that the queues for technical aids are gradually decreasing, and people are receiving the necessary support faster.

The project management and report preparation for supervising institutions are carried out regularly and in accordance with regulatory acts.

During this year, work has begun and continues on the new website of the State Agency “National Rehabilitation Centre “Vaivari”” Vaivari Technical Aids Centre, which will compile all essential information about technical aids, availability criteria, and the procedure for receiving services. The site is being developed in accordance with WCAG 2.1 AA level requirements, ensuring ease of use for people with functional impairments as well as any other user. It will feature improved contrast and readability, the ability to use the site with a keyboard, as well as clear and logical navigation that will facilitate information retrieval. The website will automatically adapt to mobile devices, ensuring easy access on mobile phones and tablets, making information available to a wider range of users.
 

About the Project:

The project is being implemented from January 1, 2025, to June 30, 2026. It is planned to issue 10,474 technical aids to people with functional impairments.

Total Funding: 8,113,526 EUR, of which:

  • 7,196,909 EUR – European Union Recovery Fund financing,
  • 916,617 EUR – state budget co-financing (VAT).

The project is being implemented in accordance with the Cabinet of Ministers Regulations No. 83 of February 4, 2025, and is part of the ANM 3.1.2.r. reform “Accessibility of Social and Employment Services to Support Minimum Income Reform”.
