From 2025, a doctor or specialist will issue an opinion for receiving an assistive device (AD) only electronically in the E-health system.
A person who wishes to receive an AD must submit an application to the Vaivari Technical Aids Centre (VTPC).

**How to apply for a state-funded assistive device**
Two documents are required.

**1. Opinion for receiving an AD**
- Filled by: doctor or functional specialist – occupational therapist, physiotherapist, technical orthopedist, or speech therapist.
- Prepared in: E-health.
- Document type: electronic.
- The person does not need to submit this document, as it is already in the system.

**2. Application for receiving an AD**
- Filled by: person who needs an assistive device.
- Format: paper format or electronically.
- Paper format: original.
- Electronically: signed with a secure electronic signature.
**How to submit the application:**
- In person at VTPC in Riga, Kuldiga, or Rezekne,
or
- By mail,
or
- Electronically, signed with a secure electronic signature, to email: **vtpc@nrc.lv** or VTPC e-address.
Example:
If a person needs a wheelchair, the doctor prepares the opinion in E-health. Then the person fills out the application and delivers it to VTPC, for example, in person in Riga or sends it by email with a secure electronic signature.

After submitting the application, the person will receive information about the further process and how and when they can receive the AD.
