In order to receive state-funded technical aids, certain documents must be prepared and submitted. This section contains information on what is required in each situation to make the application process as easy as possible for you.
Step 1: Document preparation
To receive a suitable technical aid (TA), you need to go through the application process.
Below is a clear step-by-step description of how to do it.
1. Prepare the documents
Both for the initial application and for the repeated application, the same basic documents are needed.
If you are applying for an assistive device for the first time, you need to start by preparing two main documents: a medical professional's opinion in the E-health system and your application.
Opinion in the E-health system:
To apply for an assistive device, you need to visit a specialist who will prepare the necessary opinion in the E-health system. This can be done by certified medical professionals: a family doctor, a treating physician, an occupational therapist, a physiotherapist, a technical orthopedist, or a speech therapist. Note: for specific respiratory assistive devices, the opinion is prepared by a pulmonologist, anesthesiologist-resuscitator, or cardiologist.
Your application
You need to submit an application that serves as a personal confirmation of your desire to receive a specific assistive device according to your needs. If the application is signed by an authorized person, a copy of the document confirming the representation rights must be attached to the documents.
For certain types of technical aids, specific documents are required in addition to the application and the opinion of the medical professional.
Functional bed, pressure relief mattress, or bed table:
You must have the opinion of the State Commission of Health and Working Ability Experts regarding the need for special care.
Additionally, the original Braden scale form filled out by the medical professional must be submitted.
CPAP / APAP therapy devices:
A results page of the examination indicating the apnea-hypopnea index (AHI) must be attached.
BiPAP therapy devices: An assessment of your self-care abilities using the Barthel index form is required, with a score between 16 and 20 points.
Sports-related technical aids: A confirmation from the Latvian Paralympic Committee regarding regular sports activities must be submitted.
2. step: Where and how to submit documents?
Urgently
In some cases, you can receive an assistive device faster.
Select the most convenient method for submitting documents:
Client portal: Log in with an e-signature and fill out the form online www.vtpc.lv.
Electronically: Send signed documents with a secure e-signature to our email or official e-address.
In person: Deliver documents personally to one of our departments in Riga, Kuldiga, or Rezekne, bringing an identity document with you.
By mail: Send signed paper documents to one of our departments.
3. step: Document evaluation and decision
Additional documents for some assistive devices
Some assistive devices require additional documents.
What will happen after the application is submitted? Expect document evaluation, which VTPC will carry out within one month. Possible decisions:
Positive: You are registered in the queue for receiving technical aids.
Additional assessment: You are invited to the Functioning Assessment Laboratory (FNL) to accurately determine the most suitable technical aid for you.
Supplementation: You are asked to provide the missing information.
Rejection: If the situation does not meet the established requirements.
4. step: Invitation to receive assistive device

When it is your turn to receive technical aids, VTPC will send you an invitation.
When your turn comes, VTPC will send an invitation:
To your E-address on the Latvia.lv portal.
By mail to your specified residence address.
To your email address, if it is specified in the application. After receiving the message, contact VTPC to apply for receiving technical aids.
5. Step: Receiving the Assistive Device

Some assistive devices are only received in person.
This is because a specialist customizes them for the person and teaches how to use them.
Must be received in person:
- wheelchairs
- orthoses
- prostheses
- orthopedic shoes
- communication aids (for example, special devices for speech or communication)
Other assistive devices can also be received by another person.
This person needs a power of attorney.
A power of attorney is a document that allows another person to receive the assistive device on your behalf.
At the time of receipt, the assistive device adjustment and your training take place.
Personal arrival: Wheelchairs, prostheses, orthoses, and orthopedic shoes must be received in person for individual adjustment. Self-care technical aids can also be received by an authorized person.
Contract and payment: A contract is signed and a one-time patient contribution is made (7.11 EUR for adults, 1.42 EUR for children). Certain groups, such as low-income individuals, are exempt from payment.
Home visit: If you cannot come due to health reasons, you can request a paid home visit.
